The City of Oklahoma City has a program to encourage and promote the use of small and disadvantaged local business subcontractors on public construction contracts. 

The City maintains a registry of small and disadvantaged local subcontractors and this registry is made available to general and prime contractors.

To register, complete the subcontractor registration form and submit through one of the following ways:

Guidelines for Prime Contractors

Prime or general contractors awarded a public improvement contract must provide the City a subcontracting plan to set forth their efforts to extend opportunities for small and disadvantaged local business participation. The contractor’s plan must be submitted to the City Engineer before a notice to proceed will be issued. However; on emergency projects, the contractor may be permitted to submit its small and disadvantaged local business subcontracting plan after the issuance of the notice to proceed.  

The subcontracting plan must outline the contractor's efforts of the following:

  • Create and maintain records demonstrating efforts and the success of the efforts.
  • Provide a report on the progress and success of its small and disadvantaged local business subcontracting plan to the City Engineer as a condition precedent to final payment and release of retainage.

Following final inspection, the prime contractor shall submit a project completion form to the City Engineer. Once received, final acceptance and payment of final claim may be initiated.
