The Community Public Safety Advisory Board is a result of the collaboration between the Public Safety Partnership, Oklahoma City Council members, City leaders, City Law Enforcement, and community members working to implement the 39 recommendations contained in a report presented to City Council in March 2022.
Mission
It is the desire of the Oklahoma City Police Department to maintain a partnership with OKC residents by enhancing community trust and confidence through transparency, education, and communication.
Purpose
The Community Public Safety Advisory Board (CPSAB) will serve as a permanent, independent committee in Oklahoma City that will review the complaint investigative process and results of completed departmental investigations involving Oklahoma City Public Safety Officers.
The Community Public Safety Advisory Board Will:
- Review the investigative process and results of completed departmental investigations of formal citizen complaints.
- Review the investigative process and results of completed administrative investigations of complaints alleging excessive use of force by a department employee.
- Review the investigative process and results of any other incidents involving public safety department employees the Professional Standards Division deems to be of public concern.
- Provide comments, suggestions and recommendations to the Chief of Police on department police, procedure and rules.
- Provide comments, suggestions and recommendations to the Chief of Police regarding the department's procedure for receiving, investigating and reviewing complaints.
- Convene or attend periodic public forums to:
- establish an exchange with the community
- promote public awareness of contemporary policing issues
- provide comprehensive education regarding the work of the CPSAB
Upon review of the above matters, the Community Public Safety Advisory Board shall address recommendations and concerns, if any, to the Chief of Police in writing. The Chief of Police will consider the board's recommendations or concerns. Should any concerns remain unresolved after receiving a response from the Chief of Police, the board may request the matter be referred to the Office of the City Manager.
Composition
The CPSAB is comprised of nine (9) voting members. Eight (8) of which must reside in and will represent the Oklahoma City ward where they reside. Eight (8) of the nine (9) members will be nominated by a Councilperson from each respective ward and one (1) at-large member will be nominated by the Mayor of Oklahoma City, with all members appointed by the Mayor and confirmed by Council. The term of a voting CPSAB member is four (4) years.
Qualifications
- Voting members must be residents of their appointed Ward in Oklahoma City.
- Voting members cannot be current employees of the City of Oklahoma City.
- Voting members cannot be sworn officers of the City of Oklahoma City.
- Voting members cannot be immediate family of active sworn officers of the City of Oklahoma City.
- Voting members cannot currently be a party nor be a legal representative in litigation against the City of Oklahoma City.
- Voting members shall not have been convicted of or received a deferred sentence for a felony crime.
Meetings
The purpose of the public forum is to foster transparency and allow residents an opportunity to communicate concerns or other information to members of the CSPAB.
It is intended that meetings will follow the schedule filed with the City of Oklahoma City Clerk’s Office yearly, however a meeting date may be changed by a majority vote of the members.
- All meetings that have a quorum of voting CPSAB members present will provide an opportunity to receive resident comments.
- The speaker must register on the sign-in sheet.
- The speaker must be a resident of Oklahoma City or conducting business in Oklahoma City.
- The speaker must be recognized by the Chair.
- Comments are limited to 2 minutes.
- Each speaker may only speak once during each meeting.
Authority
The CPSAB derives authority from a Resolution passed by the City of Oklahoma City Council on August 1, 2023. This board stands as an independent recommending body.
