Program Overview
The City of Oklahoma City has implemented a program to encourage and promote the use of small, local and minority owned businesses on public construction contracts. The City maintains a registry of businesses and is available for contractors and subcontracting needs.

Criteria to Qualify
Businesses qualify as small, local or minority are defined as a business that is at least fifty-one (51) percent owned by one or more individuals who meet at least one of the following:
- Minority owned
- Women owned
- Small business
- Locally owned – located within 40 miles
What This Program Offers Participating Businesses
Businesses that participate in the Small, Local and Minority Business Utilization Program will have access to a variety of resources to assist with their success including:
- Inclusion in the online registry.
- The registry is provided to contractors to use and assist with LBU requirements on City projects.
- Access to resources such as prequalification assistance, bid process training and guidance for doing business with the City of Oklahoma City.
Guidelines for Contractors
Contractors awarded a City contract must submit a Subcontracting Plan to set forth their efforts to recruit and utilize small, local or minority businesses.
During the duration of the project, the Pay Application Breakdown Form shall be submitted with each pay application on a monthly basis. The information from the breakdown from will be used to monitor and report on the LBU Program performance.
Following final inspection of the project, the Contractor shall submit a Subcontracting Close Out Form. Once received, final acceptance and payment of final claim may be processed.
