CITY MANAGER
JANUARY 8, 1998 TO NOVEMBER 10, 2000

Glenn Deck came to work for the City of Oklahoma City as finance director in 1992. He was promoted to Assistant City Manager and in January 1998, was hired as the City Manager at the age of 45.

Deck’s biggest priority as City Manager was to create a new management structure for the $300 million MAPS downtown’s improvement plan, in which he inherited a financial shortfall. Projects within MAPS included the building of a downtown library, canal, ballpark, arena and significant improvements to the North Canadian River, Civic Center Music Hall, Myriad Convention Center (now Cox Business Services Convention Center) and Oklahoma State Fairgrounds. MAPS also funded a downtown trolley system.

Deck was applauded for the improvements he made to the City’s budget process and his leadership with MAPS. Deck accepted a position as the executive secretary and CEO of the Kansas Public Employees Retirement System in 2000.
