JULY 18, 1989 TO JANUARY 18, 1991

When Paula Hearn accepted the title of City Manager, she also accepted a permanent place in history as Oklahoma City’s first female City Manager, at a time when only one out of ten cities with manager forms of government employed a woman as the city overseer.

Beginning her term at the outbreak of the AmCare bailout, Hearn realized that running a city was going to have its stressful moments. However, she still approached her job with strict goals in mind.

Hoping to finish present work on beautification, public safety, and streets, Hearn acknowledged pre-existing projects as well as adding her own. Her two main goals upon entering City Hall were the creation of a practical, efficient emergency medical system and the centralization of customer service within the city government, while also developing policies on the homeless, youth, arts, culture and the economic stability of our community.

Through her improvement of the streets and sewers, extensive effort to improve city-customer relations, and neighborhood revitalization projects, such as the Paseo pilot project, Hearn served her City with commitment and honesty.
