Byron D Shear

Born in Wisconsin, Byron Delos Shear came to Oklahoma in 1892 to practice law. He was the brother-in-law of Mayor Mitscher. 
Shear served as Clerk of the U.S. Court of Oklahoma Territory from 1898 to 1903 and as the City’s Municipal Counselor from 1915 to 1918. It was during his service as Municipal Counselor that Ed Overholser suggested Shear as his successor. In return, Shear assured the commissioners and the public that he would alter existing plans.  
A highlight of Shear’s brief tenure as Mayor was the creation of a Public Sewage Board tasked with developing ways to deal with storm water runoff and sanitary-sewer waste.
