Illinois-born Dan Vorhes Lackey had been a member of the City Council for two years when he was appointed Acting Mayor following Scales’ resignation. He immediately ordered the Assistant Chief of Police to clean up the town. Police cracked down on gambling houses.
In addition to civic engagement, Lackey was an engineer in the original survey for Lake Overholser, served as president for the Oklahoma City Livestock Exchange, and helped develop the Tulsa Stockyards.
Mayor Lackey and other City leaders campaigned to make Oklahoma City the state’s capitol, and Oklahoma City became the capitol following a statewide vote on June 10, 1910. The City replaced its aldermanic form government with a Commission form of government on March 9, 1911. Lackey moved to Abilene, Texas during World War II, but retired to Tulsa.
