At the City of Oklahoma City, we understand that emergencies and traumatic life events occur. The H2O program provides annual funds to the Salvation Army to assist Oklahoma City Utilities Department water customers who need help paying their utility bills.

Oklahoma Heartline - 211

Oklahoma Heartline provides information and referrals for residents needing assistance, including help paying your utility bill. Call 211 or Text 211OK to 898211 to get help with food, rent, utilities, and more.

Help 2 Others (H20) Financial Assistance

The H2O program provides annual funds to the Salvation Army to assist Oklahoma City Utilities Department water customers who need help paying their utility bills. For assistance, call the Salvation Army at (405) 246-1100 to see if you are qualified to enroll, and to schedule an appointment with their social services team.

You will need the following for your appointment:

  • Picture ID (driver’s license, state-issued ID, governmental/military ID, passport, or ID from your country of origin)
  • Proof of residency (lease agreement/mortgage payment)
  • Proof of household income (pay stub, award letter, unemployment verification)

Give a little. Help a lot. 

You can help your neighbors by rounding up the amount of your monthly utility bill to the nearest dollar, or making a one-time donation. Just visit the “Billing” Section on okcutilities.com and click on the H20 Program tab on the left-hand side of the page. Contributions are tax deductible. Donations are administered through the Salvation Army and 100 percent of the contributions are used to assist Oklahoma City utility customers needing a hand up. 

Payment Arrangements

An installment plan or payment extension can be made at My OKC Utilities or by calling Customer Service (405) 297- 2833, Monday through Friday from 8 a.m. to 5 p.m. As a reminder, installment plans can help you pay down a larger bill, but you will continue accruing water consumption and additional monthly utility bill costs.

Reduced Trash Rate

The Reduced Trash Rate is an option for customers meeting the current year’s Federal Poverty Guidelines. Enroll by calling customer service at (405) 297-2833 and submitting documents needed to qualify.

Eligibility Requirements:

  • Complete the required affidavit
  • Send in a copy of your most recent Federal Tax Return via fax or email water@okc.gov.

Utilities Customer Service staff will review the affidavit and tax information to make a determination. After the determination is made, you will be notified.
