How do I apply for a Boat Stall as a new customer?
To apply for a wet or dry boat stall, you must first create a user account on our Accela Citizens Access portal (ACA). A valid email address is required for registration. Once you create your account, you will receive an email confirmation. You can then apply to rent a boat stall using the instructions provided.
When applying for a boat stall rental, you will need:
- State or Federal photo ID (Driver’s License, Passport, Military ID accepted)
- Current State of Oklahoma boat (vehicle) registration
- Current State of Oklahoma boating (recreation use) license
- City of Oklahoma City boating (recreation use) permit
If you have interest in a specific boat stall (wet or dry), check our map to see what is available. Several stalls are waitlisted due to high demand. Should you wish to apply for a boat stall that is already taken, we will add you to any current waitlist.
I am a current boat stall renter. Do I have to set up an account on the new portal?
As of March 31, 2024, all boat stall renters must have an account registered on the Accela Citizens Access portal. All transactions, including rental permit renewal, document management for your photo ID, registration, State boating license and OKC boating permit will also be conducted on the portal.
How do I make payment?
If you are a current OKC Utilities Customer – meaning you have an active Utilities account number and pay for water, wastewater or trash services with us – you can still make monthly installment payments toward your boat stall rental using your current OKC Utilities bill, including autopay. Annual payments must be made by credit card using the ACA. Credit cards accepted include Visa, Master and Discover Card.
If you are NOT a current OKC Utilities Customer – As of March 31, 2024 all of your transactions, including invoicing and payment, will be moved to the ACA. If you are up-to-date on your permit payments, you will receive a bill from the OKC Utilities Department citing a balance due of zero. All future transactions will take place on the portal. If you are behind in your payments, you will receive a bill from the OKC Utilities Department citing the balance owed. You will need to pay that bill before you can be billed through the portal.
You will be invoiced monthly using the email address you use to register your account. All future payments will need to be paid using the ACA. There is no autopay feature on the ACA, so boat stall renters will need to log in monthly to pay.
How do I renew my boat stall rental permit?
Your boat stall rental will auto-renew each year on the anniversary date of the current rental contract unless you call to cancel it at least 30 days prior to the renewal/anniversary date. We will send you an email reminder 45 days before your anniversary date using the email address used to set up your ACA account.
Can I cancel my rental permit?
You may cancel your rental permit at any time, but per the application terms and conditions, you will be billed for any remaining balance left on that year’s rental before it can be cancelled. If you call to cancel within the 30-day cancellation window before your rental anniversary date, you will not need to pay anything else. To cancel, please call one of our property representatives at (405) 297-2422.
If I sell my boat and plan to move out, who do I need to inform?
If you sell your boat and plan to vacate your current boat stall, please call (405) 297-2422 and speak with a member of our property team. If you sell your boat in the middle of your current rental permit year, you will be invoiced for the remainder of that permit year.
If I sell my boat, will my boat stall transfer to the new owner?
No. Boat stall rentals are non-transferable. If you sell your boat and the new owner wishes to retain the boat stall, they will need to create a new account on the ACA and apply for new permit for their boat stall rental.
Note: We will make every effort to help the new owner keep the same boat stall if requested. The new owners will need to contact the OKC Utilities Department at (405) 297-2422 once they have registered an online account, and our staff will work with them to select a stall that suits their needs.
Is the City responsible for any property damage or loss?
No. Per the Terms and Conditions of the boat stall rental permit, the City is not liable for any damage or loss to property stored in the City’s dry or wet boat stalls. See the Terms and Conditions [LINK HERE] for more information.
Wet/Dry Stall Questions
How can I access my boat stall?
City boat stalls accessible 24 hours a day, 7 days a week. Depending upon where your boat stall rental is located, you will either receive a code to a combination lock or an electronic security fob.
Combination Security Code:
Lake Hefner – Wet and dry stalls
Lake Draper – Dry stalls
OKC Utilities staff will provide each renter with a security code that allows access to the boat slip area. The code will be provided once the rental application is issued.
Key Fob: Lake Draper Wet Stalls Fobs for the Draper wet stalls can be obtained at the Draper Marina once all documentation has been received and the permit is issued. Each boat stall rental includes one fob per rental permit. One additional fob is available with a $25 deposit.
Am I allowed to store items in the wet stalls?
Please store all personal items on your boat, or take them with you at the end of the day. The City of Oklahoma City is not responsible for any personal items that are lost or stolen from the boat stall areas. Lock boxes may be used on the wet stalls only.
Absolutely no fuel or other hazardous chemicals can be stored on your boat or in your wet or dry boat stall.
Can I store my personal watercraft (Jet Ski, Wave Runner, etc.) in a boat stall?
Yes. You may store your personal watercraft in a wet or dry stall.
For wet stalls: Only one personal watercraft unit is allowed per wet stall.
For dry stalls: You may store one individual personal watercraft or one trailer per dry stall. The exception is if your trailer is manufactured to hold more than one personal watercraft, then you may store more than one personal watercraft unit on the trailer.

Can I store my sailboat in the dry stalls with the mast up?
Yes.
Can I store trucks or campers in the dry stalls?
No. Only boats and boat trailers may be stored in the dry stalls. Any boat or trailer stored in a dry stall must be in working order, ready for use, and not in need of significant repair. No other vehicles are allowed. The discovery of other vehicles in the dry stall may lead to automatic termination of your rental permit without a refund.
Can I store a boat other than my own in my dry or wet stall?
No. Each boat stored must be tied to the rental permit number on file.
Is electricity available?
Electrical power (110v and 220v) is available at each wet stall. Dry stalls have a few points of electric contact, but outlets are not available at each individual stall.
