Rural – Low (RL) Intensity LUTA applies to areas where large-lot neighborhoods and residential acreages/estates may remain with no expectation of urbanization or provision of urban infrastructure such as water or sewer. RL areas are predominantly composed of residential and agricultural uses but may support commercial and light industrial uses provided they do not negatively impact the rural character.

Existing RL Areas

Zones

  • AA – Agriculture: 5-acre lots
  • RC – Rural Commercial – Minimum 1-acre lots
  • No sewer service, little water service
  • No amenity space required

Yards

  • Residential: Front yard: minimum 50 feet from the street
  • Residential: Side and rear yards: minimum 25 feet from the property line
  • Commercial: Front yard: minimum 25 feet from the street
  • Commercial: Side and rear yards: minimum 15 and 25 feet from the property line

Height

  • Residential: 45 feet maximum
  • Commercial: 35 feet max next to residential otherwise up to 6 stories

Proposed RL areas

Zones

  • Agricultural Preserve Zone: Large Agricultural zoning for lands intended to be preserved for larger-scale agriculture. 20-acre lot minimums.

  • Agricultural Residential Zone: Same as AA currently, 5-acre lots or greater, could limit uses to animal raising and other agricultural uses, not to include the more intense outdoor agriculture, recreation and kenneling uses.

  • Rural Commercial Zone – minimum 5-acre lot; would need commercial zoning to have more intense agricultural operations that now require an Special Permit or have nuisance issues for surrounding properties (like outdoor kennels, outdoor recreation uses, and outdoor marijuana growing or processing).

Yards

  • Residential: Front yard: minimum 40 to 50 feet from the centerline of the street
  • Residential: Side and rear yards: minimum 30 and 50 feet from the property line; unless adjacent is residential then 100 feet
  • Commercial: Front Yard: minimum 40 to 50 feet from the centerline of the street
  • Commercial: Side and rear yards: 20 to 30 feet from the property line, unless adjacent to residential, then 75 feet from the property line

Height

  • Residential: 35 feet
  • Commercial: 45 feet
