Urban High LUTA applies to densely built urban areas, including regional attractors with major employment concentrations, high density residential living, and related commercial and service uses. UH areas have the highest mixture and intensity of land uses and development activity outside of the Downtown core.
The development intensity of UH supports various types of mass transit, from bus to rail, and is an ideal setting for large and small office buildings due to close proximity to other businesses and transportation networks.
Existing UH Areas
Zones
- DTD-1: Variety of commercial, industrial and residential uses allowed; outdoor entertainment and some industrial uses with outdoor storage not allowed without special permit zoning
- DTD-2: Variety of commercial, industrial, and residential uses allowed, outdoor entertainment allowed and moderate industrial with outdoor storage allowed with special permit zoning
- DBD: Variety of commercial, light industrial, and residential uses allowed, outdoor entertainment allowed only with special permit zoning and moderate industrial uses with outdoor storage not allowed
- PUD/SPUD: Variety of Planned Unit Development with varying regulations
- Bricktown: Variety of commercial, light industrial, and residential uses allowed, outdoor entertainment allowed; moderate industrial uses with outdoor storage not allowed; Maximum height of 140 feet, with suggested 80 feet maximum; increased building frontage standards along streets and the canal, 40% to 60% brick facades required
- Scenic River Overlay Design: Includes the Western Gateway and Regatta subdistricts only of the Scenic River Overlay. A mixture of residential, commercial and industrial uses permitted. Moderate and heavy industrial uses not permitted (no outdoor storage). No buildings can be located within 100 feet of the North Canadian River. Western Gateway subdistrict requires a minimum height of 2 stories for buildings ranging from a duplex to commercial; Regatta subdistrict requires a minimum height of 3 stories beginning from a duplex to commercial uses.
- Innovation District area: Combination of R-1, R-2, R-3 and R-4 residential zones; C-3 commercial zones, and mixed use Planned Unit Developments (PUD)
Design Review
- Downtown area: All projects subject to review by Planning staff; Larger projects subject to Downtown Design Review Committee, Bricktown Urban Design Committee or Riverfront Design Committee, as applicable
- Innovation District area: Some PUDs have design review
Yards
- Downtown area: No minimum lot size, lot width, buildings must be placed within 10 feet of the right of way/sidewalk, otherwise no setbacks are required
- Innovation District area: Front yards: buildings must be 25 feet from streets, except for PUDs. 6,000 sf minimum lot size and 50-foot minimum lot width
Height
- Downtown area: Minimum height of 2 or 3 stories, maximum height of 3 to 4 stories when adjacent to residential uses
- Innovation District area: Height limited to 35 feet, except for PUDs
Other
- Parking not required in Downtown areas, it is required in Innovation District zones
- In Downtown, transparent first floors with 50% of buildings must be windows if the use is non-residential use, 60% windows on ground floor in Bricktown

Future Urban High Areas
- The Downtown Framework and Innovation District cover the same area as the planokc Urban High LUTA. We would have to create future Urban High areas and the proposed zones for those unknown areas are below. The Urban High areas would provide a transition between the highest intensity DT LUTA and the Urban Medium LUTA.

- Concept: Lower density dwellings similar to Cottage District and Deep Deuce, 25-foot lot widths, 50 feet of height, up to townhomes, rowhouses all adjacent to downtown
