Urban – Low (UL) Intensity LUTA applies to the least intensively developed areas of the city that still receive urban water, sewer, police, park and fire services. Development in this area should provide horizontal integration of land uses, connectivity within and between individual developments, and design that facilitates pedestrian and bicycle transportation.
Existing UL Areas
Zones
- R-1 – Residential single home: minimum 6,000 sf lots
- R-2 and R-3 Residential - Two and three homes-attached – Duplexes. Triplexes
- R-4 – Multiple units attached or detached
- C-1 to C-4: Varying intensities of commercial zones
- I-1 to I-3: Varying intensities of industrial zones
Yards
- All: Front yard: minimum 25 feet from the street
- All: rear yards: minimum 10 to 15 feet from the property line
Height
- Residential: 35 feet maximum, except multiple units only 20 feet maximum adjacent to single residential
- Commercial: 35 feet to 6 stories maximum, except 20 feet maximum next to single residential
UL residential subdivision with other uses at edges along arterial streets.
UL existing commercial shopping areas.

Zones

Residential Zones: Single residential lot sizes 4,000 sf and greater; Multi residential, more walkable areas.

NEW Amenity Space: The smaller the lot size, the more overall amenity space would be required; amenity space can include protection for environmental sensitive areas like creeks and woodlands and would not be part of a lot where residential can be constructed.

Commercial Zones: Commercial zones adjacent to neighborhoods; Office zones, General commercial centers, and industrial zones with clearer and greener buffers to adjacent uses.

NEW Mixed Zones: zone that would allow for residential and commercial in the same project.
Yards
- Residential: Front yard: similar to today, minimum 25 feet
- Residential: Side and rear yards: similar to today, Minimum 5 to 10 feet; Multi Rear: 15 to 20 feet
- Commercial: Front Yard: 15 to 25 feet, depending on street speed, buildings closer to the street with parking set further back for more walkability
Height
- Residential: (Single): 35 feet; (Multi): 35 to 45 feet maximum
- Commercial/Mixed Use: 30 to 45 feet
Residential neighborhoods similar to existing R-1. Multi-residential areas with walkable designs.
Clearer rules for open space and choices for natural areas, detention for drainage with amenities, and useable open space.
