The City's Housing and Community Development Division manages several grants and loan programs to help qualifying homeowners needing assistance with rehabilitation of their properties. The programs are funded by the U.S. Department of Housing and Urban Development (HUD). The programs are only available to homeowner(s) in the Oklahoma City limits who meet all program requirements, including the income limits listed below based on the number of persons in your household:

Home Exterior Maintenance Program
The Home Exterior Maintenance Program (HEMP) is designed to help eligible homeowners repair housing issues that violate the City’s property maintenance codes. For this program, all exterior code violations relating to the house must be corrected and there is a maximum of $23,000 per house. If accepted into the program, The City will pay for and oversee the needed repairs.
Here is how to know if you are eligible to apply:
- You must live in Oklahoma City limits.
- You must live in and own the home.
- You must not owe any property taxes.
- If you have a mortgage, you must show you have not made any late payments in the last 12 months.
- Your household income can't be more than 80% of area median income. See the table above.
Here are a few more things our team will verify to see if you are eligible:
- Your home must be in relatively sound condition with visible exterior violations.
- The cost of repairs needed to correct all exterior violations will not exceed $23,000.
- Your home cannot be in a FEMA flood zone.
- Your home's value can't exceed HUD's Value Limits.
For the list of documents, you will need to provide during the application process, see below:
- Identification:
- Photo identification - homeowner(s) only.
- Social Security cards - all household members.
- Power of Attorney documents (if applicable).
- Property Ownership:
- The deed to your home. This is a paper that says you are the owner.
- If you got divorced and your ex-spouse's name is still on the deed, we need a copy of your divorce records.
- If someone who co-owned the house has passed away and their name is still on the deed, we need a copy of the death certificate.
- If other owner’s names are on the deed besides yours, but they don't live there, we need a signed paper from each owner attesting where they live now. This paper must also be notarized.
- Bills for your utilities (like electricity and gas). We need to see the most recent bills for 2 consecutive months. Make sure these aren't shut-off notices.
- Electric bill - OG&E.
- Water bill - City of Oklahoma City Utility.
- Gas bill - Oklahoma Natural Gas (if applicable).
- Information about your mortgage, if you have one. We need to see all payments for the last 12 months, and there should not be any late payments. Each payment statement should include:
- How much you first borrowed.
- How much you still owe.
- Your monthly payment amounts.
- Any extra money you pay for property taxes and homeowner's insurance (this is called escrow).
- The deed to your home. This is a paper that says you are the owner.
- Financial Information:
We need the following for every household member who is older than 18:
- Income Verification - We need official letters for the following: Social Security, Temporary Assistance for Needy Families (TANF), VA Benefits, Pensions, Alimony, Interest Income, Worker's Compensation, Contributions from Family Members, Rental Income, Dividends or Royalties, Unemployment Benefits, and others.
- Pay Stubs - We need to see the most recent pay stubs for 2 consecutive months.
- Official Bank Statements - We need to see the most recent checking and saving account statements for 2 consecutive months. When you apply online, we will need you to explain all deposits.
- Tax Documents- If you file taxes, we need signed copies of the most recently filed state and federal tax returns along with applicable supporting documents (i.e. 1099, W2’s, Schedule C, etc.).
- If you are self-employed, we need 3 consecutive years of your tax returns.
If Applicable, we will need these for everyone in your home who is older than 18
- Other Income - we would need copies of any reports of income from stocks, bonds, royalties, certificates of deposit, money market funds, or any other income investment.
- Other Real Estate - we would need information on any other real estate or property that you own for which you collect income.
- Bankruptcy - if you filed bankruptcy in the last 7 years, we would need your bankruptcy and discharge papers.

Whole House Rehabilitation Programs
(currently not accepting applications)If the house you own and live in needs repair, you may qualify for a rehabilitation loan. City staff will inspect the property to determine how much work needs to be done and will directly pay contractors and oversee repair work. Applicants must maintain the home and homeowners' insurance during the loan period.
The maximum rehabilitation loan amount is $42,500. Residents who own a home in a Strong Neighborhoods Initiative (SNI) Area are eligible for up to $60,000. (For this program, your entire house must be brought up to minimum standards. If the cost of needed repairs exceeds the program maximums, your home will not be eligible, unless you are able to contribute additional funding.)
In addition, if lead-based paint is present in your home, up to $15,000 is available at no cost to you as needed for remediation. This program is available in two forms:
- Special Assistance for the Eligible (Safe) Loans are for homeowners 62 years and older or homeowners of any age who are disabled as defined by the Social Security Administration. If all program requirements have been met, this loan is forgiven after five years or if the applicant passes away. Loans may also be forgiven if the applicant must involuntarily move out to take permanent residence in a facility for the care of the elderly or convalescent. Your household income can’t be more than 60% of area median income, or if your house is in an SNI area your household income can’t be more than 80% of area median income. See the table above.
- General Repayment Loans are no-interest loans for rehabilitation. Monthly payments are based on the applicant's ability to repay, with a minimum payment of $100 per month required. Your household income can't be more than 80% of area median income. See the table above.
Homes located in a 100-year flood plain are not eligible for this program.
Emergency Home Repair
The Emergency Home Repair program addresses issues that pose emergency health or safety hazards in single-family residences. The program offers services, including heat installation, water or sewer line replacement, roof replacement, and electrical within low-moderate-income census tracts within Oklahoma City. Trained carpentry staff also assist in deteriorated floor and porch replacement and/or the installation of wheelchair ramps. The mission of the program is to provide these services only to income-eligible homeowners unable to afford such repairs, eliminating the possibility of accidents, illnesses, and the risk of homelessness.
