7.A: Priority Driven, Outcomes-Based Coordinated Funding
Federal grants and private foundations are increasingly requiring multi-agency collaboration, which provides an opportunity to share knowledge and expertise. Such partnerships can access existing public and private grant program funds to move a community's goals forward more quickly.
Oklahoma City's strategy should be to convene an implementation group that establishes a coordinated public-private funding partnership. The group would determine priorities and target combined resources to achieve desired outcomes.
7.B: Develop Housing Trust Fund
A Housing Trust Fund (HTF) is an affordable housing production program that complements existing efforts to increase and preserve the supply of affordable housing. Many operate as grant programs that can help people with property acquisition, site improvements, financing, relocation and more.
This report recommends establishing a local HTF, with secured commitments for funding, priorities and administrative staff.
