This 2021 Housing Market Study (HMS) updates the previous Housing Market Preference and Demand Study prepared in 2013 and was prepared concurrently with the Housing Affordability Study (2021.) The 2021 HMS gives the City Planning Department a nuanced understanding of how and to what extent housing demand and housing choice preferences have shifted over time throughout the city. The HMS is also intended to inform and guide City decisions on land use, infrastructure investments, and the need for changes to development codes.
