OKC Council Meeting Notes: Jan. 31, 2017

The Oklahoma City Council meets at 8:30 a.m. Tuesdays on the third floor of City Hall, 200 N Walker Ave. Live broadcasts are available on Cox Channel 20 and YouTube. A recording of each meeting is then added to the City's YouTube channel. Check out the meeting calendar for agendas and schedules.

The Council approved permits Tuesday for:

Cupid Charities' "Cupid's Undie Run," Feb. 11.
University of Oklahoma College of Pharmacy Alumni Association's "Adrenaline Run," March 4.

Agreement reached for art installation at first MAPS 3 Senior Health & Wellness Center

The Council voted Tuesday to approve a public art commission agreement with Oklahoma artist Nick Bayer for the art installation at the first MAPS 3 Senior Health & Wellness Center, 11501 N Rockwell Ave. The commission is for up to $19,000 and is part of the City's 1% for Art ordinance, which requires that 1 percent of the construction budget for public projects be dedicated to art.

Negotiations with Langston University authorized for operation of third MAPS 3 Senior Health & Wellness Center

The Council authorized negotiations with Langston University for the operation of the third MAPS 3 Senior Health & Wellness Center, which will be built in a still-undetermined location in Oklahoma City. Each of the MAPS 3 Senior Health & Wellness Centers is built by the City with MAPS 3 funding and operated by a community partner. The first center, 11501 N Rockwell Ave., opens in March and is operated by Healthy Living and Fitness. The second center, 4021 S Walker Ave., is scheduled to open later this year and will be operated by NorthCare. The third center is scheduled to open in 2019.

Council Priorities approved, including new seventh priority

Councilmembers voted to approve their Council Priorities on Tuesday, also voting to add a seventh to the six original priorities: Continue to pursue social and criminal justice initiatives. The original six priorities are: Provide a safe and secure community, maintain strong financial management, develop a transportation system that works for all residents, promote thriving neighborhoods, support high quality public education, and enhance recreation opportunities and community wellness.

Transit system update highlights upcoming MAPS 3 OKC Streetcar construction

Central Oklahoma Transportation and Parking Authority (COTPA) Administrator Jason Ferbrache updated the Council on EMBARK and the City's transit system, highlighting the upcoming start of construction on the Oklahoma City Streetcar funded by MAPS 3. Construction will begin in February, and the OKC Streetcar will eventually connect important districts in and around downtown.

New TIF districts approved for Wheeler District

The Council voted to approve new tax increment finance (TIF) districts to support the Wheeler District, a proposed 150-acre private mixed-use development along Western Avenue south of the Oklahoma River. Plans for the Wheeler District call for 2,000 new housing units, offices, retail and a school. The Council authorized $120 million of TIF funds to be reinvested within the project plan area, which is expected to help spur up to $1 billion in private development. The TIF districts were introduced at the Jan. 3 Council meeting, followed by a public hearing at the Jan. 17 meeting.

Oklahoma City's January sales tax summary

The January sales tax report shows General Fund collections in Oklahoma City were down 3.5 percent compared to the same month last year, below the monthly projection by 6.3 percent. The January report includes collections for the last half of November and estimated collections in the first half of December, which total about $17.7 million for the General Fund. That’s around $1.2 million below the projection. January is the seventh month of the fiscal year, and General Fund sales tax revenue is about 5 percent (about $6.4 million) below the year-to-date projection. General Fund sales tax revenue has declined compared to the same month the previous year in 15 of the last 16 months, including nine in a row. The General Fund pays for the City’s day-to-day operations. Sales tax is the City’s largest single source of revenue.
